CFC CAMPAIGN TERMS

Agency: a charity, or nonprofit organization.

Combined Federal Campaign: The charitable fundraising program established by President Kennedy and administered by the Director of the Office of Personnel Management (OPM). The CFC is the only authorized workplace charitable solicitation of federal employees (except the Department of the Navy which authorizes the NMCR Society campaign as well).

Command Coordinator: The principal point of contact at the command level. The coordinator assign keyworkers and work directly with PCFO Loaned Executives. They also work directly with Subarea Coordinators.

Federation: A group of agencies who share common interests under an umbrella organization. In the CFC, a federation must have at least 15 agencies to qualify as a federation. Examples: National Voluntary Health Agencies (NVHA), United Way.

Health and Human Welfare (HHW): Typically, we think of HHW as services such as feeding the hungry, assisting the elderly, etc. To avoid numerous lawsuits from agencies. OPM had been excluding them from the CFC and was forced to develop a more liberal policy of inclusion. For CFC purposes, HHW policies include those which AFFECT health and human welfare (such as nature trails) as well as contributing to it DIRECTLY (such as cancer research).

Key Workers: Assistants to command coordinators. The PCFO recommendation is 1 keyworker per 20 people. In practice, however, their is usually one keyworker per division at each command.

Loaned Executive: A temporary, full-time employee for CFC who assists with all aspects of the campaign. LE's are "loaned" active duty personnel who are loaned by various commands.

LFCC: The Local Federal Coordinating Committee is the group of federal officials who are designated to conduct the campaign. Each LFCC Area commander has a member of our LFCC. Commander, Navy Region, Mid-Atlantic, Norfolk serves as the chairman.

PCFO: The Principal Combined Fund Organization is the group selected yearly by the LFCC to administer the campaign. In this community, as in most others, the United Way is the PCFO.
