CFC CAMPAIGN TERMS
Agency: a charity, or non-profit organization.
Combined Federal Campaign: The charitable fundraising program established by President Kennedy and administered by the Director of the Office of Personnel Management (OPM). The CFC is the only authorized workplace charitable solicitation of federal employees (except the military service departments who operate a separate solicitation of their service specific relief drives.)
Command Coordinator: The principal point of contact at the command level. The coordinator solicits key workers and works directly with the staff and LFCC members. They report to their chain of command on campaign progress.
Federation: A group of agencies who share common interests under an umbrella organization. In the CFC, a federation must have at least 15 agencies plus the federation, to qualify as a federation. Examples: Community Health Charities of Virginia (CHCVA), United Way of the Peninsula (UWPEN).
Health and Human Welfare (HHW): The classification requirement for charities to be eligible in the CFC. OPM has through law, regulation and directives defined this to a liberal policy of inclusion for organizations which AFFECT health and human welfare (such as nature trails) as well as contributing to it DIRECTLY (such as cancer research).
Key Workers: Assistant the command coordinator(s). The recommendation is one key worker per 20-25 people.
Loaned Executive (LE): A temporary, full-time employee for CFC who assists with all aspects of the campaign. LE's are "loaned" active duty or civilian personnel who are loaned by commands.
LFCC: This stand for Local Federal Coordinating Committee who is the group of federal volunteers responsible for oversight of the CFC. Members of our LFCC come from 13 different areas. Commander, Navy Region, Mid-Atlantic, Norfolk serves as the chairman.
PCFO: This stands for Principal Combined Fund Organization who is the organization selected yearly/bi-annually by the LFCC to administer the campaign. United Way of South Hampton Roads serves as the PCFO.
