Combined Federal Campaign of South Hampton Roads Workplace Campaign Process
United Way of South Hampton Roads administers the Combined Federal Campaign of South Hampton Roads for the geographical workplace covering the Virginia cities of Chesapeake, Norfolk, Portsmouth, Suffolk, Virginia Beach; VA Counties of Brunswick, South Hampton, and Sussex; NC counties of Camden, Chowan, Currituck, Dare, Gates, Hertford, Pasquotank, Perquimanns and Elizabeth City. The charity list has three sections. The National and International lists are approved by Office of Personnel Management (OPM) and the local list is reviewed by the volunteers who comprise the Local Federal Campaign Committee (LFCC). All charities submit annual applications for eligibility in the CFC based on Federal Regulations and OPM requirements. Charities who are denied are notified in writing by certified mail that they may appeal the decision within a set period. Local Charities can appeal once with the LFCC and then again to OPM. OPM's decision is final. OPM is also responsible for the assignment of all charity codes.
The CFC has an open solicitation period from 1 September to 15 December of each year. The overall Principal Combined Fund Organization (PCFO) selection, campaign planning, distribution to charities, report and follow-up are conducted during the balance of the year. All aspects of the campaign are governed by OPM; oversight is governed by the LFCC and in South Hampton Roads the standing chair is Commander, Navy Region, Mid-Atlantic.
There are 13 geographic areas under the LFCC represented by a military or civilian representative on the LFCC. The first LFCC meeting for each new campaign is in April to review charity applications.
The CFC staff is responsible for inventory, revision, and production of all campaign materials and the purchase of awards as necessary. Materials are packaged for all commands and activities based upon permanent personnel assigned. Materials are distributed at the beginning of the campaign. The training covers the brochure, pledge card (how to fill it out), campaign organization, solicitation, and answers to any questions. Coordinators are encouraged to use the website to pull down additional materials they might use during the campaign or to answer questions for donors. The LFCC is briefed during the campaign as to campaign progress and meets every two weeks during the campaign season to monitor campaign progress.
